Decisive progress on building rights and successful capital raising in 2023

Despite an overall challenging market situation in 2023, DLE Land Development GmbH (DLE) has expanded its position as Europe’s leading company for future-oriented neighborhood development. As of September 30, 2023, the Assets under Management (AuM) volume at DLE reached 2 billion euros.


DLE funds offer the potential for more than 40,000 residential units

Germany’s largest asset manager for land development is currently advising four land development funds in Germany and one in Poland (all under Luxembourg law). The land development funds in Germany encompass a total of 45 development projects (2022: 42) with a projected total Gross Floor Area (BGF) of 4.1 million square meters.

“The properties managed by DLE have the potential to create more than 40,000 residential units in sought-after locations in Germany,” emphasizes Dr. Simon Kempf, CEO of DLE Land Development.

All land development funds are 100% financed by equity and specifically tailored to the needs of institutional investors looking to invest in a diversified land portfolio with a focus on housing creation.


Decisions on land use plans, statutes, and positive building permits achieved in 2023


For the already closed funds Berlin Landbanking Fund, German Landbanking Fund, and Landbanking Fund III (Berlin), significant milestones for building rights have been recorded: land use plan decisions were achieved for the projects “Königspark” (Königs Wusterhausen), “Riverside” (Teltow), “Carena Garden” (Hoppegarten), “Waßmannsdorfer Tor” (Schönefeld), Krebsenbach (Fürstenfeldbruck), and Blautal-Center in Ulm.

Dr. Simon Kempf: “Particularly gratifying are the progress made in the ‘Königspark’ project in Königs Wusterhausen, southeast of Berlin. The largest project advised by DLE covers 56 hectares and is set to become a mixed-use neighborhood following the model of the 15-minute city, incorporating commercial, residential, public and social infrastructure, as well as spacious green areas. Previously, the valid development plan only allowed commercial use, despite the urgent need for housing in the region.”

Statute decisions were made for areas in the Brandenburg municipalities of Stahnsdorf (“20 Morgen”) and Wandlitz-Klosterfelde (“Louisveld”), and positive building permits were obtained for two projects in Teltow (Brandenburg): “Riverside” (Am Teltowkanal) and “Cubes2” (Warthestraße).


Successful transactions in 2023 for DLE


The largest transaction in 2023 was the land acquisition in Magdeburg (Alt Salbke). The fund advised by DLE Land Development, in collaboration with MAVA AG and Eterra Gruppe, acquired the 30-hectare former Fahlberg-List site in the southern part of the capital city of Saxony-Anhalt. This area is set to become an urban neighborhood with approximately 3,000 new residences and spaces for around 1,000 new jobs.

Successful sales of (partial) areas or existing buildings took place despite challenging market conditions, thanks to the diversified fund portfolio, including projects in Berlin-Reinickendorf, Böblingen, Königs Wusterhausen, Lenningen, and Duisburg.


Drawings of 47 million euros and further land acquisitions planned


In 2023, capital commitments totaling 47 million euros were raised solely for the DLE Funds SICAV-RAIF SA – Land Development Fund V (Germany).

In 2024, DLE funds continue to acquire large plots in Germany, starting from around ten million euros, always considering the ESG scoring.

Dr. Simon Kempf: “The successes in 2023 regarding building rights are, on the one hand, the result of needs-based planning and concepts that fit seamlessly into the respective region, always incorporating the needs of the citizens early on. On the other hand, it is the result of excellent communication and professional collaboration with authorities and officials in the municipalities. I look forward to building on this in 2024 and accompanying further projects towards readiness for construction.”
